This webinar introduces 10 CFR Part 810 in a clear and practical way for export compliance professionals who are already familiar with the EAR, the ITAR, or both.

Part 810 is a Department of Energy regulation that controls certain nuclear technology and technical assistance. It can apply to work that takes place outside the United States, but it can also apply to activities inside the United States, including work involving foreign nationals. Because Part 810 is organized differently from the EAR and ITAR, experienced export professionals can sometimes miss an issue if they rely only on the rules and habits they already know.

During this session, we will explain where Part 810 fits within the U.S. export control system and how it relates to other nuclear export rules. We will look at the types of nuclear activities Part 810 covers, what DOE means by Technology and Assistance, and why technical discussions, training, consulting, and other forms of know-how can matter.

We will also explain the difference between activities that are generally authorized and those that require specific approval from DOE. The session will cover the role of country, citizenship, end user, and project scope, along with important reporting and ongoing compliance duties.

The webinar is designed to help participants recognize when Part 810 may be involved and know what questions to ask next. It is not intended to turn attendees into Part 810 specialists in one hour. Instead, the goal is to provide a strong foundation, improve issue spotting, and help export professionals know when a matter may require closer review.

This webinar will include PowerPoint slides and live video and commentary from Margaret Harding and Steven Bullock. Each registrant, even if unable to attend live, will have access to the presentation, certificate of completion, speaker contact information for follow-up questions, and access to the webinar recording within 1-2 business days after the webinar airs. Webinar participants are invited to submit questions during the webinar and the final 30 minutes will be allotted to answering attendee questions.

Meet the Instructors

 

Margaret Harding is the President of 4 Factor Consulting. Margaret is a 45-year veteran of the nuclear industry and an internationally recognized expert in nuclear export controls. She spent more than 25 years with GE Nuclear, working across fuel, services, engineering, quality, and management. Her roles ranged from reactor core and fuel design to senior leadership, including Vice President of Engineering Quality.

Steven Bullock is a Principal Consultant at 4 Factor Consulting. Steven brings 20 years of civilian nuclear industry experience to his work as a nuclear export controls and compliance consultant. His primary area of expertise is 10 CFR Part 810. He also works with NRC Part 110, the EAR, ITAR, foreign-national access, technology transfer, regulatory reporting, investigations, and compliance program development. Steven has prepared and supported regulatory submissions, worked directly with federal regulators, and helped organizations address complex compliance issues.
