Steven Bullock

Steven Bullock brings 20 years of civilian nuclear industry experience to his work as a nuclear export controls and compliance consultant. His primary area of expertise is 10 CFR Part 810. He also works with NRC Part 110, the EAR, ITAR, foreign-national access, technology transfer, regulatory reporting, investigations, and compliance program development.

Steven has prepared and supported regulatory submissions, worked directly with federal regulators, and helped organizations address complex compliance issues involving technical, legal, regulatory, quality, and operational teams. For over five years, he has contributed to the development of the proposed ANS 60.1 standard for civilian nuclear export controls. That work has given him a broad industry view of how Parts 810 and 110 can be applied consistently across different organizations and operating environments.

Steven's consulting approach is practical and implementation-focused. He works to understand how a client actually operates before recommending changes. His goal is to make Part 810 compliance part of normal business and technical processes, rather than a separate system that is difficult to use. He also places strong emphasis on communication and building relationships across disciplines so that complex export-control requirements can be understood, applied, and maintained in day-to-day operations.
