Patrick Goergen is an international expert in export controls, sanctions, and Export Control Intelligence, with more than 18 years of experience advising governments, multinational corporations, and high-technology organisations.
He contributed to the drafting of Luxembourg's modern export control legislation and has designed and implemented Internal Compliance Programmes for organisations operating in sectors including aerospace, defence, space, advanced manufacturing, and dual-use technologies. His work combines regulatory compliance, strategic risk management, and emerging technologies to help organisations navigate an increasingly complex geopolitical environment.
Patrick is the founder of WZ52, an intelligence-driven export control platform, and the initiator of the Institute for Export Control Intelligence, an international initiative dedicated to advancing the next generation of export control through intelligence, research, and collaboration.
His current work focuses on the evolution of export controls from a traditional compliance function towards an intelligence-driven capability that enables organisations to anticipate risk, understand geopolitical developments, and make better strategic decisions.
