Andrew McAllister
Andrew K. McAllister is an international trade attorney in Holland & Knight’s Washington, D.C. office. He is an active participant in the firm’s National Security and Defense Industry Sector Group.
He counsels clients on a broad range of complex regulatory and policy matters involving international trade, international investment, and other U.S. Government regulation based upon foreign policy and national security. He focuses his practice on export controls, economic sanctions, customs and importation, and industrial security.
Mr. McAllister advises clients on all aspects of export controls laws, such as the International Traffic in Arms Regulations (ITAR) and the Export Administration Regulations (EAR). He regularly provides strategic advice on significant matters associated with registration, licensing, compliance, and enforcement.
He has extensive experience with U.S. economic sanctions administered by the U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC) and the U.S. Department of State, particularly with respect to Cuba, Iran, Russia, and Ukraine. Mr. McAllister also assists clients in matters before the Committee on Foreign Investment in the United States (CFIUS). Further, he works on facility security clearance (FCL) issues before the Defense Counterintelligence and Security Agency (DCSA), the Department of Energy (DoE), and the intelligence community with a particular focus on Foreign Ownership, Control or Influence (FOCI) mitigation measures.
Since 2022, Mr. McAllister has served as a U.S. Government appointed member of the U.S. Department of State Defense Trade Advisory Group (DTAG). Prior to joining Holland & Knight, Mr. McAllister was in international trade analyst at the Department of Commerce.
