There were are large number of additions to the various US Government prohibited parties lists in the past few months. Terrorists and terrorist’s organizations were added, as well as a slew of persons in Zimbabwe and narcotics traffickers. BIS added several parties to its unverified entities list, including several of relevance to the aerospace community like Yunma Aircraft Mfg. in China. Dealing with an someone on the unverified entity lists is like dealing with someone with a red flag. You have a duty of inquiry to ensure that an export violation is not occurring. If you are not able to clarify that, you may not proceed with the shipment unless licensed by BIS.

In the February 12, 2003 OFAC designated a long list of individuals and entities as Narcotics Traffickers and clarified the information for parties already lists. For the list go to www.treas.gov/offices/enforcement/ofac/actions/index.html. OFAC had previously announced many of the new parties appearing the Federal Notice on its website.

4. OFAC Blocked Zimbabwe Parties:

In the March 10, 2003 Federal Register OFAC implemented the President’s blocking order against the 77 Zimbabwean persons. For the complete list go to www.treas.gov/offices/enforcement/ofac/actions/index.html.

5. State Department Proliferators List additions

In the March 11, 2003 Federal Register: March 11, 2003 the State Department announced these proliferators: Protech Consultants Private, Ltd. (India) and its successor entities, parents, or subsidiaries; and Mohammed Al-Khatib (Jordanian national).
