Our client is a $130M public company that provides software products and services to federal and commercial clients.  They have become the world market leader in commercial applications with successful installations on five continents and major operating units in Colorado, California, and France.  We are seeking a Manager of Import/Export Compliance to join their team who will be responsible for all aspects of compliance with import/export regulations.  While current headquarters are in Lanham, Maryland, the company will be moving to Columbia, Maryland in the coming months.

The scope of this position is to design, install, supervise and develop a Trade Compliance System for the various entities throughout the Americas. This includes mainly Export Control, Import Compliance and Supply Chain Security. This position will report directly to the Global Head of Trade Control. Responsibilities are itemized below:

The incumbent introduces two independent management systems for both import and export compliance issues.

a.) Main elements of the Export Management System, for example, shall be:

• Supervision of compliance with Corporate Policy
• Implement & maintain EDP support for Export Control Purpose
• Classify products in accordance with applicable local legislation
• Make reliability checks of all customers (risk of diversion) and end-use verification for specific orders
• File export license application and reports to governmental authorities
• Instruct, train and assist local staff on applicable export regulations
• Update own knowledge with respect to applicable export regulations by studying relevant publications and/or attending training seminars
• Organize and keep proper documentation and records

b.) Design, install, supervise and develop a system to guarantee import compliance

c.) Supply Chain Security issue (mainly the C-TPAT program to which some entities are committed)

d.) Liaises with government agencies

e.) Serves as competence centre for all relevant regulations and give support to the legal entities

f.) Visits the legal entities on a regular basis, reviews the compliance, reports and decides about corrective action, if any.

g.) Submits license applications, classification requests etc. to BIS, on behalf of sister companies, if necessary

Qualifications:

• 8+ years in export compliance function with focus on global high tech manufacturing and capital equipment
• Multi-national company experience a must
• Knowledge of US export administration regulations, encryption licensing a MUST
• Experience with Technology Transfer licenses and offshore R&D
• *Experience with due diligence related to Mergers and Acquisitions
• Proficient with MS Office products including Word, Excel and PowerPoint
• Bachelor’s Degree

When youngsters begin to think of what they want to be when they grow up, they think of careers as police officers, firefighters, doctors or professional athletes.  Does anyone think of a career as an empowered official?  I seriously doubt it (unless, of course, their last name is Lowell or Biancaniello).  After all, to the best of my knowledge, no college or university offers a major with an “empowered official” curriculum.  One can’t become a Doctor of Empowered Official Studies.  If Bill Clinton were to specialize on the empowered official lecture circuit, he certainly would not be able to pay his legal bills.  Even if a person puts “E.O.” after their name on their business card, it is unlikely to bring them any prestige in professional circles.So if people don’t dream of becoming an empowered official and there is no formal path of education leading to this “profession,” how do people become empowered officials?
